All registered notifications (notifications) are located in the database of the Eurasian Economic Commission. The database is searchable. It is important to take into account that a search by model name does not always end successfully. The problem is that the manufacturer can indicate the name in different ways, as well as submit a notification (notification) to the FSB for a series of products. It’s easier to search for Apple laptops in the notification registry. Of course, there are notifications that apply only to some models:


  • "Portable personal computer models A1706, A1707, A1708" (not Apple MacBook Pro)

But, fortunately, there is notification for a wide range of laptops and all-in-one computers - " Personal computers: MacBook, MacBook White, MacBook Air, MacBook Pro, iMac, Mac Pro, Xsan, Xserve with operating room Mac system OS X (Snow Leopard version) and Mac OS Server."

Similarly, Google Nexus 6 is contained in the database under the name “Smartphone LG-D821”, so you can find it in it by the alphanumeric code, and not by Nexus. But Nexus tablets manufactured by Asus are contained in the database by the series “Tablet PCs of the M******, T******, F******, Nexus****** series” and “ Tablet PCs ASUS series NEXUS***".

Also, the LG G Flex2 smartphone cannot be found by this name, because... in the “Unified Register of Notifications on the Characteristics of Encryption (Cryptographic) Means and Goods Containing Them” it is listed as specific model- "Smartphone LG-H955".

It doesn’t make much sense to look for products that a manufacturer or official distributor officially supplies to Russia, because... Legal suppliers with FSB notification are fine. Legal entities can register a notification at the Center for Licensing, Certification and Protection of State Secrets of the FSB of Russia, and no state duty is charged. In addition, they can use the services of third parties, such as MinPromTest. For individuals, registering an FSB notification is unlikely to make sense, since such services, when used by third parties, can cost 10-20 thousand rubles.

Also note that it is better to indicate in the customs declaration exactly the name that is contained in the notification database. It is for this reason that it is worth searching the database for devices legally supplied to Russia.

Difficulties may arise due to the fact that not all devices of this kind are permitted for import into the territory of the EAEU Customs Union (Eurasian Economic Union), which includes Russia as one of the participants. This is explained by the fact that in almost all modern devices Encryption algorithms have been implemented, which by law are subject to mandatory control by the FSB, but not all manufacturers care about certifying their products for import into Russia, Belarus, Kazakhstan and other members of the Customs Union.

The “risk group” includes: smartphones, tablets, points Wi-Fi access, VoIP equipment, encrypted SSD drives, radio-controlled models, drones and other equipment that implement cryptographic algorithms. Moreover, the less known the equipment manufacturer, the higher the risk.

So, as a rule, all Chinese small and medium-sized manufacturers do not have FSB notifications. But troubles can also happen with smartphones from Motorola produced for the US market, and until recently this could happen with the popular Kindle e-readers from , which by now have already acquired the necessary permissions.

There are several scenarios for the development of events if you ordered a gadget abroad that does not have notification from the FSB.

1. In the simplest version, the parcel will simply be turned over to customs and returned back to the sender, and you will be able to return the money spent, especially if you paid.

2. The parcel may be detained at customs. In this case, you will have to independently prove during a personal visit that the device has the necessary notification. If you cannot do this due to its banal absence, then after some time the parcel will also be returned to the sender. In this case, the possibility of a refund will be determined by compliance with the deadlines for opening a dispute or the good will of the seller.

3. In the worst case scenario, the gadget can be regarded as a spy device (this often happens with smart watch And cell phones, disguised as another item) with all the ensuing consequences in the form of serious trouble with the law.

How to protect yourself and find out in advance whether a potential purchase has an FSB notification? This can be done quite simply in a publicly accessible one, however, there are also some nuances here that are useful to know about.

1. By default, the database offers to search by notification number, but we just don’t know it. In this case, just switch in the “Column” field to “Product Name” (1). It is also sometimes useful to search by manufacturer by selecting the appropriate option (2). You can also use the universal line “Find in all records” (3), however, it does not always allow you to get the desired result.

2. In the “Value” field, enter the model or name of the product that we want to check. Here, too, all sorts of misunderstandings are possible due to the fact that the commercial and everyday name of the product may differ significantly from that indicated in the documents, and accordingly the search will not yield anything, although the device has the necessary permission.

For example, ordinary Wi-Fi router may be called an "access point", a "radio station" or even a "networking device" wireless transmission Wi-Fi standard data."

Also, an exact search by model may not lead to anything, since manufacturers often receive permission for a whole line of devices at once. So you can’t find an SSD from Samsung 850 EVO by simply typing “SSD Samsung 850 EVO”. In the database, this device is hidden behind the designation “ Solid State Drive data (SSD) models MZ-7YYYYYXX". It is in such cases that a search by manufacturer can be useful.

3. If your search is successful, you should also pay attention to the “Status” and “Expiration Date” columns. The first should indicate “valid”, and the second should indicate the date until which the notification is valid.

The fact is that although the validity period of the notification is not limited by regulations, the manufacturer is free to choose its expiration date. And as a rule, this period is more than 10 years. Thus, if you purchased a used gadget, then the notification for it may be overdue, since the manufacturer stopped producing such a model and did not consider it necessary to extend the validity of the permit or simply canceled it to make way for new products.

Many people independently check the presence of a notification when making purchases in online stores in the United States, but to be on the safe side, when filling out an electronic declaration, be sure to indicate the exact name from the EEC database indicating the permit number - this way customs officers will have fewer questions about the contents.

Brief background

My brother, having decided to change his old laptop, asked me for help in selecting a model. In one of the reviews on the site, such a miracle of engineering as LG Gram slipped through the comments. With a diagonal of 15 inches, this laptop weighs less than a kilogram, has good hardware and looks very good. This laptop is not sold in Russia, so the search continued on the Amazon website. The model originally cost about $1,100, but having years of experience shopping abroad, I decided to wait. As a result, the price dropped to $830 and it was decided to take it. The laptop successfully arrived at the warehouse of one of the mail-forward services and was ready for shipment. But this is where the fun begins. The following letter arrives in the mail:


Good afternoon, %username%!

Upon preliminary approval of data on the forwarded parcels with customs, the latter did not approve the laptop from your parcel #****** for shipment due to the lack of notification from the FSB of the Russian Federation. Therefore, we will not be able to send such a parcel using the *** method.

We are ready to send such a package only using USPS Express/Priority methods without insurance. However, it is important to understand that in this case there is a risk of the goods being returned from customs due to the lack of notification for the device.

Perhaps one solution at this time would be to return the item to the seller.

Naturally, I search for information and end up on the EEC website (quite inconvenient, but what can I do), where I really don’t find this model. There are 4 options for solving the problem:

  1. Sending by regular mail in the hope that I will be lucky and the parcel will not be selectively cleared by customs
  2. Returning goods and receiving money
  3. Receiving notification and importing legally
  4. As of May 2017, another method appeared - services that allow you to import goods through tourists by ordering delivery to their address. I don't use these, but maybe someone will find it useful

In general, my brother immediately suggested using the first method, taking all the risk of losing money upon himself. The main disadvantage this method is that it did not imply full insurance due to frequent thefts at Russian Post. This gave an additional chance of not getting a laptop. And I was even more afraid not of customs, but of the Russian Post, since the likelihood of such equipment being stolen there was always high. It was not possible to get any clear answer from the service’s technical support. In the end, I had to decide everything myself. Initially, I offered them to post this article on their website in exchange for a discount in the amount spent for a paid excess of the storage period, but apparently 15-20 dollars is serious money for them and they refused.


A bunch of options were considered, such as sending through Belarus, Ukraine with subsequent delivery by friends, and even such exotic options as sending by container with spare parts, but all of them were unfeasible. For example, in the Republic of Belarus and Ukraine, customs limits are below $100.


So, how to import equipment into the territory of the Russian Federation officially? There are 2 ways:

  1. Receive FSB notification
  2. Import how legal entity or individual entrepreneur for personal needs

The first method is practically impossible or is expensive. As far as I know, notification should be received by the manufacturer of the equipment, who is unlikely to do this for your sake. There are a lot of companies on the Internet that offer these services starting from 10,000 rubles. As you understand, this option is also not suitable, since it completely kills all the benefits from discounts. The second option is more interesting. As you know, legal entities mean not only LLCs and other companies, but also individual entrepreneurs, which is probably every second IT specialist. Then I remembered that I also had an open IP and the task became easier.


My first trip was to the legal department of customs, which is located on the square of 3 train stations. In addition to a bunch of useless information, they told me that at customs the selection of parcels happens quite quickly: if the parcel indicates the equipment for which there should be a notification, but this notification is not indicated on the parcel, then it is sent back without opening, since they store the parcels not provided.


The next call was to the FSB, namely TsLSZ FSB of Russia. I want to say right away that there are quite sane people working there who will explain everything in detail and help you draw up documents correctly. There they told me that individual entrepreneurs can indeed obtain permission to import equipment for personal use. The procedure is described in this document. To do this, you need to send a letter to the office of the TsLSZ FSB of Russia (Moscow, 107031, Bolshaya Lubyanka St., building 1/3).


The letter must include:

  1. Application addressed to the head of the TsLSZ FSB of Russia
  2. Printout of technical characteristics of equipment
  3. Photocopy of passport
  4. Photocopy of individual entrepreneur registration certificate and TIN
  5. Completed conclusion (Appendix No. 1 to the Decision of the Board of the Eurasian Economic Commission dated May 16, 2012 No. 45)

Perhaps the list is incomplete, this happened more than six months ago, I could have missed something. It’s better to call the TsLSZ FSB of Russia and find out more.

Import or export individuals as goods for personal use of encryption (cryptographic) means is carried out without submitting a conclusion (permit document) or notification information to the customs authority of the member state.

Exceptions continue to be specialized encryption devices (not for personal user), as well as electronics for military purposes. This does not apply to ordinary buyers, which means that a huge world of various goods opens up before them, which can now be ordered with full confidence that no customs problems will arise. The categories of goods available for order, for which notification is not required, can be listed below:

  • Keyboards and mice for PCs and tablets

For phones purchased from computeruniverse.ru, the notification number for the model iPhone 6 — RU0000019356, and for iPhone 6 Plus- RU0000019357. Thus, the customs officer has the right to request from you documents confirming permission to import a purchase in a parcel from a foreign online store into your country.

In order to avoid wasted trips to the post office/customs office of your city several times, you must immediately have the necessary set of documents on hand. A possible way out of the situation: ask online store employees in advance to indicate the exact name of the model in the invoice through the order notes and, if possible, avoid ordering equipment that is not officially sold in Russia.
